　　8. The expansion of international and regional scientific and technological cooperation and 

exchanges

　　Strengthening national capacity for independent innovation, we must make full use of favorable conditions 

of opening up, and expanding various forms of international and regional scientific and technological 

cooperation and exchanges.

　　Encouraging research institutions, universities and colleges to set up joint laboratories or research and 

development centers with overseas research and development institutions . Supporting the implementation 

of international cooperation projects under the framework of bilateral and multilateral sci-tech cooperation  

agreements. Establishing a sci-tech cooperation mechanism between Mainland and Hong Kong, Macao 

and Taiwan, and strengthening communication and exchanges.

　　Backing the Chinese enterprises to "go out." Expanding the export of high- and new-technologies 

and their products, encouraging and supporting enterprises to set up overseas research and development 

institutions or industrialization bases.

　　Participating in international mega-science, mega-engineering and international academic organizations 

proactively. Supporting Chinese scientists and research institutions to participate in or lead the organization 

of international and regional mega-scientific and mega-engineering programs. Setting up training systems, 

to improve the capacity of Chinese scientists in participate in international academic exchanges, and 

supporting Chinese scientists to assume leadership roles in important international academic organizations. 

Encouraging transnational corporations to set up research and development institutions in China. Providing 

preferential conditions, to facilitate the establishment of important international academic organizations or 

their offices in China.
